Viktor Chumak

Member of Ukrainian Parliament since 2012.

Born on June 5, 1958 in Khmelnitsky city, Ukraine.

Member of Ukrainian Parliament since 2012. Winner of the all-Ukrainian competition “Lawyer of the Year” (1999 and 2000). Has PhD degree in Law. Major General of Justice.

In 1981, he graduated from Khmelnitsky Higher Artillery Command School and gained specialization in command and tactics. In 1995, he graduated from KyivNationalShevchenkoUniversity with specialization in law.

From 1981 until 1982, he served in USSR Army: Belarus, Far East, Turkmenistan. From 1992 until 1999, he served in National Academy of Border Guard Service of Ukraine in Khmelnitsky city.

In 2000, he was transferred to Kyiv to the central office of the State Committee on Protection of the State Border of Ukraine. Here he created and chaired the Division of Legal Support of the Committee. Was responsible for development of the new law “On State Border Guard Service” which launched the process of transformation of the border guard from military into law enforcement body. Participated in negotiations with the EU on readmission agreement. In 2004, he was transferred to the reserve.

From 2004 until 2010, he was working as an expert and later head of the security and political analysis program at the International Centre for Policy Studies, one of the top Ukrainian think tanks at that time. In 2010, he chaired the newly established Ukrainian Institute for Public Policy.

In 2012, he was elected as a People’s Deputy of Ukraine. He was a Head of the parliamentary committee on fighting organized crime and corruption. He was one of the initiators and co-authors of the new Ukrainian anti-corruption legislation, which included laws “On Prevention of Corruption”, “On National Anti-Corruption Bureau of Ukraine” and new Anti-corruption Strategy of Ukraine. This legislation created a new set of anti-corruption institutions in Ukraine.

In 2013, at snap parliamentary elections he was re-elected as a People’s Deputy. Deputy Head of the committee on fight and prevention of corruption. His current legislative initiatives include draft laws “On police”, “On State Investigation Bureau” and other drafts.
