PhD in Political Science , Associate Professor, Department of Political Science at Faculty of Social Sciences of the HSE . The head of the expert group on monitoring of elections of the Citizen Initiatives Committee (CIC) - since 2012. Born on January 31, 1975. He graduated with honours from the Department of Political Science of the Philosophy Faculty of Moscow State University. In 1996-2000 he worked in the central offices of the Association YABLOKO and the Office of the State Duma of the Russian Federation. In the late 1990s and 2000s he worked in various research and policy projects. In 2000-2010-s is actively cooperating with different non-profit organizations as an expert on political parties, the electoral process and political development of the regions - Institute of Electoral Systems (IRIS), the Foundation for Information Policy Development (FIPD), Association in support of the voters' rights “GOLOS”, Moscow Carnegie Centre (2006 - editor of the regional monitoring MCC), the Institute of contemporary development (INSOR), etc. Head of the analytical department of the Association in support of the voters” rights “GOLOS” in 2007-2012, head of the regional programs of the Foundation for Information Policy Development (2004-2012) . In 2008-2012 the author of the main parts of the reports of the Association “GOLOS” for monitoring the elections in the Russian Federation.
